Ideally, all that is needed to start up The Better Place ministry will come quickly. However, if financial resources come in over an extended period of time, the following is a logical order by which the ministry can be phased in. By this model, the ministry will not be able to begin until phase five is complete. Costs are based on the estimates found on the Price List.

Start-up Phase One B Completed February 2004 for a total cost of $6,380

Incorporation
Achieve 501 ( c ) (3) status
Register with the NYS Charities Bureau
Purchase a minimum of office equipment
Complete the formation of the Board of Directors
Establish a web site
Appoint Organizing Dir. as Acting Director and as chief fund raiser

Start-up Phase Two B Estimated cost including tithe $721,000

Purchase and insurance of property
Site development plans including complete survey and soil boring
Begin to pay full-time salary and benefits to organizing Director retroactive to Jan. 2004.
Legal fees
5% unforseen

Start-up Phase Three B Estimated cost including tithe $1,525,000

Buildings designed by architect
put in roadbeds
put in the pond
bring city water & sewer to the property
5% unforseen

Start-up Phase Four B Estimated cost including tithe $21,254,000

Hire and pay full-time salary and benefits to Superintendent of Buildings and Grounds
Hire and pay full-time salary and benefits to Business Manager
Build the main lodge
Build the three staff houses
Build the maintenance building
Build the utilities convergence/generator building
Put in all on-site water & sewer lines
Put in the buried electric, phone and cable lines

Install the generator
Put in place the full Superintendent of Buildings and Grounds endowment
Put in place the full Business Manager endowment
Additional insurance to cover new construction and new staff
5% unforseen

Start-up Phase Five B Estimated cost including tithe $12,713,000

Put in parking lot(s)
Plant evergreen tree perimeter
Put in prayer path
Put up some signage
Put in place all other endowments (Director, Host Family, Executive Chef, Building Maintenance, Grounds Care, Community Welfare, Emerging Needs)
Hire and pay first full year salary and benefits for,

Completely furnish and equip the lodge
Purchase maintenance equipment for the grounds
Purchase office equipment and supplies
5% unforseen

Final Start-up Phase B Estimated cost including tithe $8,169,000

Pave roads
Put in fitness trail
Complete all landscaping
Put in prayer labyrinth
Put in playground and equipment
Put in sculptures
Build the prayer and worship center
Build twelve sabbatical houses
Put in trailer sites
Complete the signage
Purchase furnishings and equipment for the prayer and worship center
Increased insurance to cover new construction
